Credit card — HSBC NORTH AMERICA HOLDINGS INC. (NH)

Problem with balance transfer. Th merchant processed a refund and it was credited to my old card which had a fraud dispute open, when i asked the bank to transfer the refund amount to my new credit card because thats how its supposed to happen, they told me that part of the refund amount was used to clear the open dispute, and that balance can not be transferred which is outrageous and illegal and they should be able to transfer the entire amount.
