Credit card or prepaid card — Incomm Holdings Inc. (TX)

Trouble using the card to spend money in a store or online. I received a prepaid XXXX for XXXX with {$200.00} on it but i can not use it to purchase anything and the website doesnt allow me to check the balance and the number in the back of the card wont let me get ahold of a representative.
